For an operating transfer to the Communications Access Trust Fund established under
section 2XXXXX of chapter 29 of the General Laws; provided, that not later than March 10, 2026, the office of administration and finance shall submit a report to the house and senate committees on ways and means that shall include, but not be limited to: (i) the distribution of the funds appropriated in this item to sheriffs' offices and the department of corrections; (ii) the purpose and use of said funds; (iii) the barriers to providing calls free of charge to incarcerated individuals; and (iv) a timeline of when all facilities shall provide calls at no cost to incarcerated people and those with whom they are communicating
