For the development and initial implementation of high-quality early college and career programs; provided, that such programs shall incorporate the guiding principles, as developed jointly by the department of higher education and the department of elementary and secondary education; provided further, that priority shall be given to programs that focus on science, technology, engineering and math pathways; and provided further, that priority shall be given to programs that serve students who are currently under-represented in college and in technical or professional careers
