For the operation of the office of the secretary of energy and environmental affairs; provided, that the secretary may take all actions necessary or appropriate to consolidate the human resource and payroll processing functions of the department of public utilities, the department of environmental protection, the department of fish and game, the department of agricultural resources, the department of conservation and recreation and the department of energy resources within the executive office; and provided further, that the secretary may cumulatively transfer up to $633,000 to line items within the secretariat to fund collective bargaining obligations associated with the quarter point agreement
