For the operation of the Massachusetts commission against discrimination; provided, that all positions except clerical shall be exempt from chapter 31 of the General Laws; provided further, that the commission shall pursue the highest allowable rate of federal reimbursement; and provided further, that the commission shall work with the office of access and opportunity and the office of diversity and equal opportunity to design and deliver training to executive branch staff

For the Massachusetts commission against discrimination, which may expend not more than $3,100,000 from revenues from fees and federal reimbursements received in fiscal year 2018 and prior fiscal years for the purposes of the United States Department of Housing and Urban Development fair housing programs and the equal opportunity resolution contract program; provided, that notwithstanding any general or special law to the contrary, for the purpose of accommodating discrepancies between the receipt of retained revenues and related expenditures, the department may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate, as reported in the state accounting system

For the Massachusetts commission against discrimination, which may expend not more than $240,000 from revenues collected from fees charged for the training and certification of diversity trainers for the operation of the discrimination prevention training program; provided, that notwithstanding any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the commission may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate, as reported in the state accounting system
