| Statewide Library Services | For the purpose of delivering full and equal access to libraries through efficient organization, development, coordination, and sharing of library services and resources across the Commonwealth. |
| Research Libraries | For the purpose of assembling and housing the Commonwealth's collections of maps, atlases, and materials that reflect Massachusetts' culture and history, including a comprehensive collection of state publications. |
| Library Services for Specific Populations | For the purpose of providing access to library materials for the blind/visually impaired or those certified as unable to read normal-sized print. |
