2000-0100 Energy and Environmental Affairs Administration
For the operation of the office of the secretary of energy and environmental affairs, including the water resources commission, the hazardous waste facility site safety council, the coastal zone management program and environmental impact reviews conducted under chapter 30 of the General Laws; provided, that the secretary may cumulatively transfer up to $633,000 to line items within the secretariat to fund collective bargaining obligations associated with the quarter point agreement; provided further, that not less than $30,000 shall be expended for a study of Eel Pond Inlet in the Waquoit Bay watershed; provided further, that not less than $50,000 shall be expended for a dredging project and to improve, manage and protect the water quality in Lake Wickaboag in the town of West Brookfield; provided further, that not less than $100,000 shall be expended for an interagency working group for the decommissioning process at the Pilgrim Nuclear Power Station to hire experts, contract for services and provide for materials and other reasonable and necessary expenses; provided further, that not less than $75,000 shall be expended for regional animal control in Cohasset, Hull and Norwell; provided further, that not less than $40,000 shall be expended for environmental remediation in Clinton; and provided further, that not less than $50,000 shall be expended for a feasibility study on dredging waterways in the county of Essex

2000-0101 Climate Adaptation and Preparedness
For the executive office of energy and environmental affairs to coordinate and implement strategies for climate change adaptation and preparedness including, but not limited to: (a) the resiliency of the commonwealth's transportation, energy and public health infrastructures; (b) built environments; (c) municipal assistance; (d) improved data collection and analysis; (e) enhanced planning; and (f) improved resiliency through the strengthening and revitalization of natural resources, including marshes and other wetlands; provided, that the executive office may enter into interagency service agreements to facilitate and accomplish these efforts; provided further, that the executive office of energy and environmental affairs shall submit a report to the house and senate committees on ways and means not later than February 1, 2019, that shall include, but not be limited to, the commonwealth's multi-year plan for developing a climate change resiliency plan and response strategy, plans to support local partners in climate change adaptation and resiliency, an analysis of the differing effects of climate change in different geographic, ecological, and coastal regions of the state, including urban, suburban, and rural homes, a review of the environmental justice impacts of climate change on communities of color and a detailed breakdown of all expenditures made under this item.; and provided further, that funds shall be expended for the hiring of environmental justice staff whose responsibilities may include, but not be limited to, mitigating, adapting and preparing for the environmental justice impacts of climate change, establishing and implementing environmental justice policies, strategies and priorities within the executive office of energy and environmental affairs and coordinating with other state agencies and departments to promote and secure environmental justice
