For the operation of the department of agricultural resources, including the division of administration, the integrated pest management program, the board of agriculture, the division of agricultural markets, the division of animal health, the division of agricultural conservation and technical assistance, the division of crop and pest services, including a program of laboratory services at the University of Massachusetts at Amherst, the expenses of the pesticide board and agency costs associated with the administration of other boards, commissions and committees chaired by the department; provided, that any buy local effort included in this item shall include locally harvested seafood including, but not limited to, fish and shellfish; provided further, that not less than $50,000 shall be for the Greater New Bedford region food initiative; provided further, that not less than $100,000 shall be expended for the Homeless Animal Care and Adoption Fund; provided further, that not less than $100,000 shall be expended to meet the cost products, equipment, and labor associated with the eradication of the arbovirus, as well as the cost of any other type of pesticide or agent, in order to prevent the spread of Eastern Equine Encephalitis, West Nile virus and the Zika virus in Bristol and Plymouth Counties; provided further, that not less than $200,000 shall be expended to meet the cost products, equipment, and labor associated with the eradication of the arbovirus, as well as the cost of any other type of pesticide or agent, in order to prevent the spread of Eastern Equine Encephalitis, West Nile virus and the Zika virus in Bristol and Plymouth Counties; provided further, that not less than $120,000 shall be expended for the Massachusetts Farm to School Project; provided further, that not less than $90,000 shall be expended for apiary inspection; provided further, that not less than $300,000 shall be expended for the buy local effort in Western, Central, Northeastern, and Southeastern Massachusetts; provided further, that not less than $25,000 shall be expended to the town of Wrentham to construct an animal shelter; and provided further, that not less than $50,000 shall be extended to the University of Massachusetts extension program to conduct apiary research and education relative to pollinator mortality, as well as to provide general support and make recommendations on preventing hive loss to the apiary inspection program, county beekeeping associations and statewide pollinator stewardship efforts
