For the operation of the Middlesex sheriff's office; provided, that the office shall provide a comprehensive inventory of all current programs and practices, in a manner to be determined by the executive office of public safety and security, to the executive office for administration and finance, the executive office of public safety and security and the house and senate committees on ways and means not later than December 15, 2017; and provided further, that the sheriff's office shall expend not less than $250,000 for the first year of a 4-year pilot program to establish a county restoration center overseen by the Middlesex county restoration center commission to divert persons suffering from mental illness or substance use disorder who interact with law enforcement or the court system during a pre-arrest investigation or the pre-adjudication process from lock-up facilities and hospital emergency departments to appropriate treatment
