For the operation of the Massachusetts Sheriffs Association; provided, that the sheriffs shall appoint persons to serve as executive director, assistant executive director, research director and other staff positions as necessary for the coordination and standardization of services and programs, the collection and analysis of data related to incarceration, recidivism and generation of reports, technical assistance and training to ensure standardization in organization, operations and procedures; provided further, that this staff shall not be subject to section 45 of chapter 30 of the General Laws or chapter 31 of the General Laws and shall serve at the pleasure of a majority of the sheriffs; provided further, that the executive director of the association shall submit a report that shows the amounts of all grants awarded to each sheriff's office in fiscal year 2016; provided further, that the report shall be submitted to the house and senate committees on ways and means no later than February 1, 2017; provided further, that the association shall post on its website the average daily inmate population for the month on the first day of the subsequent month starting August 1, 2016; provided further, that each sheriff's office, in conjunction with the association, shall provide specific data to the executive office of public safety and security to allow for the reporting of recidivism rates for all pre-trial, county-sentenced and state-sentenced inmates on a quarterly basis beginning in the quarter ending September 30, 2016 and due no later than 30 days after the last day of each quarter; provided further, that each sheriff's office shall also report, in a format designated by the association, in consultation with the executive office for administration and finance, fiscal year 2016 total costs per inmate by facility and security level no later than December 1, 2016; provided further, that each sheriff's office shall submit the report directly to the executive office for administration and finance, the house and senate committees on ways and means, the joint committee on public safety and homeland security, the executive office of public safety and security, the Massachusetts Sheriffs Association and the department of correction; provided further, that all expenditures made by the sheriffs' offices shall be subject to chapter 29 of the General Laws and recorded on the Massachusetts management accounting and reporting system; and provided further, that the Massachusetts Sheriffs Association shall not spend into a deficiency during fiscal year 2017
