For the provision of family health services; provided, that not less than $5,511,509 shall be expended for comprehensive family planning services, including HIV counseling and testing, community-based health education and outreach services provided by agencies certified as comprehensive family planning agencies; provided, that not less than $5,329,707 shall be expended for comprehensive family planning services, including HIV counseling and testing, community-based health education and outreach services provided by agencies certified as comprehensive family planning agencies; provided further, that not less than $100,000 shall be expended for the program's critical congenital heart defects screening activities; and provided further, that funds may be expended for the Massachusetts birth defects monitoring program
