SECTION 223.
Notwithstanding any general or special law to the contrary, the state secretary may, as the state secretary considers necessary for the orderly administration of elections, print separate ballots containing federal offices only for the September 9, 2014 and November 4, 2014 state elections to ensure compliance with federal law.
