| 7010-0033 | Literacy Programs For literacy and early literacy programs; provided, that these programs shall provide ongoing evaluation of outcomes; provided further, that programs receiving funding through this item shall document the outcomes of the programs; provided further, that evaluations shall be compared to measurable goals and benchmarks that shall be developed by the department of elementary and secondary education; provided further, that that the department shall report to the house and senate committees on ways and means and the joint committee on education, not later than March 3, 2015, detailing state support for early literacy programs; provided further, that the report shall include for each program: (i) the number of children served, delineated by age and school; (ii) the percentage of children who receive free and reduced lunch; (iii) the number of children who are English language learners; (iv) the number of students who receive special education services; (v) outcome measures used by the program to evaluate success; and (vi) a comparison to other literacy programs that use similar outcome measures; provided further, that the report shall include a report on all literacy programs funded through this item and items 7010-0020 and 7030-1005; and provided further, that not less than $20,000 shall be expended for the operation of a school library pilot program in the town of Tewksbury |
