For the operation of the department of environmental protection, including the environmental strike force, the bureau of planning and evaluation, the bureau of resource protection, the bureau of waste prevention, the Senator William X. Wall Experiment Station and a contract with the University of Massachusetts for environmental research; provided, that section 3B of chapter 7 of the General Laws shall not apply to fees established under section 18 of chapter 21A of the General Laws; provided further, that $300,000 shall be expended for the Buzzards Bay Coalition and Provincetown Center for Coastal Studies, in conjunction with the Marine Biological Laboratory and the University of Massachusetts at Boston, for a coastal water quality monitoring program in Buzzards Bay, Vineyard Sound, Nantucket Sound and Cape Cod Bay; provided further, that $25,000 shall be expended to enter into an agreement with a not-for-profit organization to operate a water quality monitoring program in the Sudbury, Assabet and Concord rivers; provided further, that not less than $40,000 shall be expended for a matching grant for sediment control and other enhancements to Lake Chargoggagoggmanchauggagoggchaubunagungamaugg in the town of Webster; provided further, that the matching grant may be provided through the municipality by local appropriation or through donations from nonprofit organizations or individual, corporate or foundation gifts; provided further, that not less than $50,000 shall be expended for environmental programs in the town of Belmont; and provided further, that not less than $90,000 shall be expended for Brownfield redevelopment of the city of Lynn
