For the administration of the department of early education and care and the costs of field operations and licensing provided through the department; provided, that the department shall report on the first business day of each month to the joint committee on education, the joint committee on children, families and persons with disabilities, the house and senate committees on ways and means, and the secretary of administration and finance on the unduplicated number of children on waiting lists for state-subsidized early education and care programs and services, including supportive child care services; and provided further, that notwithstanding chapter 66A of the General Laws, the department of early education and care, the lead agencies of community partnership councils, the child care resource and referral agencies, the department of elementary and secondary education, the department of transitional assistance, the department of children and families and the department of public health may share with each other personal data regarding the parents and children who receive services provided under early education and care programs administered by the commonwealth for waitlist management, program implementation and evaluation, reporting, and policy development purposes; provided further, that the department shall issue monthly reports detailing the number and average cost of voucher and contracted slots funded by the department by category of eligibility, including children who have been the subject of supported 51A cases, children referred by or transitioning from the department of children and families and children of income-eligible families; provided further, that said reports shall include the number of recipients subject to subsection (f) of section 110 of chapter 5 of the acts of 1995; provided further, that the department shall issue a report to the house and senate committees on ways and means and the executive office for administration and finance not later than February 15, 2011 detailing the projected fiscal year 2012 caseload for children who have been the subject of supported 51A cases, children of families who are eligible for child care as entitled under said section 110 of said chapter 5 and children whose families are income-eligible; provided further, that this report shall include the anticipated cost of contracts and vouchers to fund said contracts; provided further, that the department shall report not later than September 1, 2010, to the joint committee on education and the house and senate committees on ways and means, on efficiencies and cost savings realized in the department's accounts in fiscal year 2010 and anticipated cost savings in fiscal year 2011; provided further, that the report shall include, but not be limited to, an itemized accounting of services transferred between items, original cost of those services, all transition costs or expenditures and total cost savings realized; and provided further, that the report shall include an accounting of federal ARRA funding expended for the services and transition costs
