SECTION 124.
Notwithstanding any general or special law to the contrary, the comptroller shall, not later than June 30, 2010, transfer $199,000,000 to the General Fund from the Commonwealth Stabilization Fund, established by section 2H of chapter 29 of the General Laws, but the comptroller shall instead transfer a lesser amount if the secretary of the executive office for administration and finance so requests in writing.
