SECTION 103.
The second paragraph of section 1 of chapter 395 of the acts of 2002 is hereby amended by striking out the first sentence and inserting in place thereof the following sentence:- The purchase price payable to the Taunton Development Corporation for the parcel shall be the full and fair market value of the property less any environmental cleanup costs and demolition costs of existing uninhabitable buildings located upon the parcel as of the time of conveyance to the Taunton Development Corporation, as determined by the commissioner of capital asset management and maintenance based on an independent appraisal.
