For the operation of the office of the secretary of education; provided, that agencies within the executive office may, with the prior approval of the secretary, streamline and improve administrative operations under interdepartmental service agreements; provided, that on a semiannual basis the secretary shall report expenditures made relating to the implementation of project readiness, so-called, as well as anticipated future expenses relating to the implementation; provided further, that the report shall be submitted to the clerks of the house of representatives and the senate, the joint committee on education, the joint committee on higher education and the house and senate committee on ways and means not later December 1 and July 1 each year |
