For the operation of the division of occupational safety; provided, that the division may employ staff not subject to chapter 31 of the General Laws for a program to evaluate asbestos levels in public schools and other public buildings; and provided further, that funds shall be expended from this item for the GG object class costs of the board of conciliation and arbitration, the division of apprentice training, the labor relations commission and the division of occupational safety
