5042-5000 | Child and Adolescent Mental Health Services For child and adolescent services, including the costs of psychiatric and related services provided to children and adolescents determined to be medically ready for discharge from acute hospital units or mental health facilities and who are experiencing unnecessary delays in being discharged due to the lack of more appropriate settings; provided, that for the purpose of funding those services, the commissioner of mental health may allocate funds from the amount appropriated in this item to other departments within the executive office of health and human services; provided further, that the department shall submit a report to the house and senate committees on ways and means not later than January 18, 2008 on the results of the collaboration between the department and the other departments within the executive office of health and human services; provided further, that the report shall detail the current status of the implementation of clinically appropriate service models for that population of children and adolescents, remaining disparities in the service system which require children and adolescents to be served in unnecessarily restrictive or otherwise clinically inappropriate settings and changes during fiscal years 2006 and 2007 in the clinical acuity of children and adolescents; provided further, that the department shall submit to the house and senate committees on ways and means not later than November 17, 2007 a report detailing the implementation of the settlement agreement, dated August 29, 2006, and entered into by the parties of Rosie D. et al V. Romney, civil action No. 01-30199-MAP, filed in the United States District Court in order to provide community based services to children suffering from severe emotional disturbances, that shall include a schedule detailing the commencement of services and cost to implement the settlement by service type; provided further, that said report shall detail the impact on the number of residential placements provided for in item 5095-0015; provided further, that not less than $1,800,000 shall be expended from this item in fiscal year 2008 to ensure that a licensed practitioner or a licensed nurse administers medication to children and adolescents whose mental health services are delivered by public or private providers of those services; and provided further, that not less than $2,500,000 shall be expended for the Child Psychiatric Access project |
