7010-0031 Early Literacy Initiatives
For grants to fund early literacy initiatives and programs; provided, that grants shall serve high-need children, including English language learners; provided further, that preference shall be given to initiatives and programs with proven records of success in establishing scalable and sustainable gains in early literacy improvement or early English language acquisition; provided further, that the department of elementary and secondary education and the department of early education and care shall jointly develop grant requirements and manage the grant program; provided further, that eligible grantees shall include, but not be limited to, school districts, charter schools, collaboratives, early education providers, pediatric literacy programs, early intervention programs, and home visiting programs; provided further, that preference shall be given to proposals that demonstrate partnerships and coordination across programs and organizations; provided further, that preference shall be given to proposals that demonstrate the ability to serve the same children over multiple years and grade levels; and provided further, that grantees shall be required to provide data to demonstrate measurable improvement in student outcomes through assessment tools approved by both departments
