For the operation of the Massachusetts office of travel and tourism; provided, that the office shall be the official and lead agency to facilitate and attract major sports events and championships in the commonwealth; provided further, that the office shall be the official and lead agency to facilitate motion picture production and development within the commonwealth; and provided further, that funds appropriated within this item shall also be used for financial assistance to local tourist councils under section 14 of chapter 23A of the General Laws
