4510-1000 | Infectious Disease Prevention and Control For the operation and administration of infectious disease prevention and control programs within the department of public health, including human immunodeficiency virus and acquired immune deficiency syndrome services and programs, the universal immunization program and communicable disease control, including the division of communicable venereal diseases, the division of tuberculosis control and the state laboratory institute; provided, that particular attention shall be paid to direct funding proportionately to each of the demographic groups afflicted by HIV/AIDS; provided further, that within the laboratory institute, the department shall give priority to the analysis of samples used in the prosecution of controlled substances offenses; provided further, that funds may be expended for an eastern encephalitis testing program, for tuberculosis testing and treatment services and to conduct blood lead testing; provided further, that funds may be expended as state matching funds required by the Pandemic and All-Hazards Preparedness Act; and provided further, notwithstanding any general or special law to the contrary, the costs of purchasing and distributing childhood vaccines for children in this item may be assessed on surcharge payers under section 38 of chapter 118G of the General Laws and may be collected in a manner consistent with said chapter 118G. |
