SECTION 111.
Notwithstanding any general or special law to the contrary, the comptroller shall count as revenue in fiscal year 2019 any increased contributions collected pursuant to sections 60, 62, 64, and 66, that are received by the commonwealth between September 1, 2018 and August 31, 2019.
