The executive office of education established by section 2 of chapter 6A of the General Laws shall study the feasibility of allowing school committees to maintain a minimum number of instructional hours substituted for the minimum number of days as required by the board of education. As part of the study, the executive office of education shall determine cost savings associated with an instructional hours based system including, but not limited to, energy costs, administrative costs and transportation costs. A report of the study, together with recommendations for legislation, shall be filed with the clerks of the senate and the house of representatives on or before June 1, 2018.
