For the operation of the office of the secretary of energy and environmental affairs, including the water resources commission, the hazardous waste facility site safety council, the coastal zone management program and environmental impact reviews conducted under chapter 30 of the General Laws; provided, that the office of coastal zone management shall continue to identify and seek to capture opportunities for beneficial re-use of sand from federal and state dredge projects for beach nourishment, remediation of erosion and the rebuilding and preservation of dunes; provided further, that not less than $100,000 shall be expended for the Rourke Bridge study in Lowell; provided further, that not less than $25,000 shall be expended for energy conservation projects for school and town buildings in Belmont; provided further, that not less than $100,000 shall be expended for the Swansea beach revitalization project; and provided further, that not less than $25,000 shall be expended for mill site reclamation for elderly housing by the town of Bellingham

For the executive office of energy and environmental affairs to coordinate and implement strategies for climate change adaptation and preparedness including, but not limited to: (i) the resiliency of the commonwealth's transportation, energy and public health infrastructures; (ii) built environments; (iii) municipal assistance; (iv) improved data collection and analysis; (v) enhanced planning; and (vi) improving resiliency through the strengthening and revitalization of natural resources, including marshes and other wetlands; provided, that the executive office may enter into interagency service agreements to facilitate and accomplish these efforts
