Baseline Study on the Use of Marijuana
SECTION 182.
The executive office of health and human services and the executive office for administration and finance, in consultation with the executive office of public safety and security and the department of public health, shall enter into an agreement with the University of Massachusetts at Amherst school of public health sciences and the University of Massachusetts Donahue Institute to conduct a comprehensive baseline study of marijuana use in the commonwealth and submit a report on its findings to the house and senate committees on ways and means and the house and senate chairs of the joint committee on public health not later than April 1, 2017.
Veto Explanation:
I am vetoing this section because this study imposes an unfunded mandate on several executive agencies. Further, while this study could be valuable at a later date, such work should be procured through a competitive process.
