SECTION 131.
Section 278 of said chapter 165 is hereby amended by striking out, in line 2, the words "its report on or before June 30, 2015" and inserting in place thereof the following words:- a preliminary report not later than June 30, 2015 and shall file a comprehensive final report not later than November 1, 2015. The preliminary report shall include, but not be limited to, an outline of the commission's findings to date and topics expected to be considered prior to the issuance of the final report. The final report shall include all findings of the commission.
