8910-7110 Massachusetts Sheriffs' Association Operations
For the operation of the Massachusetts Sheriffs' Association; provided, that the sheriffs shall appoint persons to serve as executive director, assistant executive director, research director and other staff positions as necessary for the purpose of coordination and standardization of services and programs, the collection and analysis of data related to incarceration recidivism and generation of reports, technical assistance and training to ensure standardization in organization, operations and procedures; provided further, that this staff shall not be subject to section 45 of chapter 30 of the General Laws or chapter 31 of the General Laws and shall serve at the pleasure of a majority of sheriffs; provided further, that the executive director of the association shall submit a report that shows the amounts of all grants awarded to each sheriff in fiscal year 2014; provided further, that the report shall be submitted to the house and senate committees on ways and means not later than February 2, 2015; provided further, that the association shall post on its website the monthly inmate population by county by the first of each month starting August 1, 2014; provided further, that each sheriffs' office, in conjunction with the Massachusetts Sheriffs' Association, Inc., shall provide specific data to the executive office of public safety and security to allow for the reporting of recidivism rates for all pretrial, county sentenced and state sentenced inmates, on a quarterly basis beginning in the quarter ending September 30, 2014, due no later than 30 days after the last day of each quarter; provided further, that the Massachusetts Sheriffs' Association, in consultation with each of the sheriffs' departments, shall report to the executive office for administration and finance and house and senate committees on ways and means monthly on the number of federal inmates at each facility; provided further, that each sheriffs' office shall also report, in a format designated by the Massachusetts Sheriffs' Association, in consultation with the executive office for administration and finance, fiscal year 2014 total costs per inmate by facility and security level no later than October 1, 2014; provided further, that each sheriff's office shall submit this report directly to the executive office for administration and finance, the house and senate committees on ways and means, the joint committee on public safety, the executive office of public safety and security, the Massachusetts Sheriffs' Association, and the department of correction; and provided further, that all expenditures made by the sheriff offices of the counties of the commonwealth shall be subject to chapter 29 of the General Laws and recorded on the Massachusetts management accounting and reporting system
