2210-0106 | Toxics Use Retained Revenue For the department of environmental protection, which may expend for the administration and implementation of the Massachusetts Toxics Use Reduction Act, pursuant to chapter 21I of the General Laws an amount not to exceed $3,120,894 collected from fees, penalties, grants, and tuition under said chapter 21I; provided, that the department shall submit a report to the house and senate committees on ways and means not later than February 2, 2015 detailing the status of the department's progress in meeting the statutory and regulatory deadlines associated with said chapter 21I and detailing the number of full-time equivalent positions assigned to various implementation requirements of said chapter 21I; provided further, that not less than $1,629,860 from this item shall be made available for the operation of the Toxics Use Reduction Institute program at the University of Massachusetts at Lowell; provided further, that the department shall enter into an interagency service agreement with the University of Massachusetts to make such funding available for this purpose; provided further, that not less than $644,096 from this item shall be made available for toxics use reduction technical assistance and technology under said chapter 21I; provided further, that the department shall enter into an interagency service agreement with the executive office of energy and environmental affairs to make such funding available for this purpose; and provided further, that, for the purpose of accommodating timing discrepancies between the receipt of revenues and related expenditures, the department may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate as reported in the state accounting system |
