Balanced Budget Definition
SECTION 40.
Section 1 of chapter 29 of the General Laws, as appearing in section 112 of chapter 165 of the acts of 2012,is hereby amended by striking out the definition of "Balanced budget"and inserting in place thereof the following definition:-
"Balanced budget", an annual general appropriation act resulting in a consolidated net surplus that is not less than 0.
