For the operation of the office of the chief medical examiner, established in chapter 38 of the General Laws; provided, that the agency shall submit a report to the house and senate committees on ways and means not later than January 17, 2013 detailing the caseload of the office; and provided further, that the report shall include, but not be limited to, the number of toxicology tests, the reduction of turnaround time of toxicology tests and the reduction of the case backlog, the number of autopsies performed, the number of cases under the office's jurisdiction, the number of external exams performed, the number of cases determined to be homicides and the number of cremations performed under the office's jurisdiction in 2011 and 2012

8000-0106 State Police Crime Laboratory
For the operation and related costs of the state police crime laboratory, including the analysis of samples used in the prosecution of controlled substance offenses conducted at the former department of public health facilities; provided, that the analysis of narcotic drug synthetic substitutes, poisons, drugs, medicines and chemicals shall be funded in this item in order to support the law enforcement efforts of the district attorneys, the state police and municipal police departments; provided further, that $200,000 shall be used for the recording and processing for DNA samples under chapter 22E of the General Laws; provided further, that the practices and procedures of the state police crime laboratory shall be informed by the recommendations of the Forensic Sciences Advisory Board; provided further, that the agency shall report to the house and senate committees on ways and means and the joint committee on public safety and homeland security not later than December 30, 2012, concerning, but not limited to, the number of cases introduced to the CODIS database, the number of confirmations attained from the CODIS database and the number of cases referred to a district attorney delineated by county; provided further, that the agency shall submit a report to the house and senate committees on ways and means and the joint committee on public safety and homeland security not later than March 15, 2013 detailing the impact of transferring functions from the department of public health to the state police crime laboratory; and provided further that the report shall compare backlog and wait time information for drug test analysis before and after the transfer

For the office of the chief medical examiner, which may expend for its operations an amount not to exceed $2,250,000 in revenues collected from fees for services provided by the chief medical examiner; provided, that notwithstanding any general or special law to the contrary, for the purposes of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the agency may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate as reported in the state accounting system
