4000-0005 Safe and Successful Youth Initiative
For youth violence prevention program grants administered by the executive office of health and human services; provided, that the programs shall be targeted at reducing youth violence among young persons at highest risk for being perpetrators of, or victims of, gun violence; provided further, that the application for receipt of grants shall require applicants to: (i) identify the target population for services; (ii) identify a method for identifying youth in the target population; (iii) estimate the total number of youth in the target population; and (iv) propose a method for selecting youths for services if the amount of the grant will not cover all youths in the target population; provided further, that the 20 municipalities with the highest average violent crime rate between 2008 and 2010, as measured by the federal bureau of investigations' uniform crime reports, shall be eligible to apply for grants under this item; provided further, that in selecting grant recipients, the executive office shall ensure that all programs can be consistently evaluated by a single statewide evaluator and that all programs are committed to providing the data and cooperation necessary for comprehensive program evaluation; provided further, that the independent evaluator selected under section 187 shall, to the extent feasible, advise the office on the development of the request for proposals for the grants and shall assist the office in the review and selection of grant applications; provided further, that the awarding of grants under this item and the selection of an independent evaluator for these grants shall be consistent with section 187; provided further, that the secretary shall report to the house and senate committees on ways and means, not later than March 1, 2013 detailing; (a) successful grant applications; (b) a set of clearly defined goals and benchmarks on which grant recipients will be evaluated, and; (c) outside evaluation that will be utilized to measure program implementation and preliminary outcomes; and provided further, that funds may be set aside for the administration of these programs
