For the operation of the Middlesex sheriff's office; provided, that for the purpose of maximizing bed capacity and re-entry capability throughout the commonwealth, the sheriff's office shall submit reports, utilizing standardized reporting definitions developed mutually with the department of correction, on caseload, admissions, classification, releases, and recidivism of all pre-trial, sentenced, and federal inmates; provided further, that the office shall submit these reports on a quarterly basis beginning in the quarter ended September 30, 2011, due no later than 30 days after the last day of each quarter; provided further, that each sheriff's office shall also report, in a format developed jointly by the Massachusetts sheriffs' association and the department of correction, on the fiscal year 2010 and fiscal year 2011 total costs per inmate by facility and security level no later than August 1, 2011; and provided further, that the sheriff's office shall submit all reports directly to the executive office for administration and finance, the house and senate committees on ways and means, the joint committee on public safety, and the Massachusetts sheriffs' association |

8910-1101 | Middlesex Sheriff Mental Health Stab Unit
For the operations of a regional behavioral evaluation and stabilization unit to provide forensic mental health services within existing physical facilities for incarcerated persons in the care of correctional facilities in the commonwealth; provided, that the unit shall be located in Middlesex county to serve the needs of incarcerated persons in the care of Barnstable, Bristol, Dukes, Essex, Nantucket, Middlesex, Norfolk, Plymouth, and Suffolk counties; provided further, that the services of the unit shall be made available to incarcerated persons in the care of the department of correction; provided further, that the sheriff, in conjunction with the department of correction and the Massachusetts Sheriffs Association, shall prepare a report that shall include, but not be limited to: (a) the number of incarcerated persons in facilities located in counties that were provided services in each unit; (b) the number of incarcerated persons in department of correction facilities that were provided services in each unit; (c) the alleviation in caseload at Bridgewater state hospital associated with fewer incarcerated persons in the care of counties being attended to at the hospital; and (d) the estimated and projected cost-savings in fiscal year 2012 to the sheriff offices and the department of correction associated with the regional units; provided further, that the report shall be submitted to the house and senate committees on ways and means not later than March 15, 2012; and provided further, that the department of mental health shall maintain monitoring and quality review functions of the unit |

For a retained revenue account for the Middlesex sheriff's office for reimbursements from the federal government for costs associated with the incarceration of federal inmates at the Billerica house of correction; provided, that the office may expend for the operation of the office an amount not to exceed $850,000 from revenues collected from the incarceration of federal inmates; provided further, that notwithstanding any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the office may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate therefore as reported in the state accounting system; and provided further, that all expenditures from this item shall be subject to chapter 29 of the General Laws and recorded on the Massachusetts management accounting and reporting system |
