No Carry Forward by Comptroller
SECTION 149.
Notwithstanding any general or special law to the contrary, when the comptroller disposes of the consolidated net surplus for fiscal year 2011 under subsection (a) of section 5C of chapter 29, the comptroller shall not carry forward 0.5 per cent of the total revenue from taxes in fiscal year 2011;
