For the operation of the University of Massachusetts; provided, that notwithstanding any general or special law to the contrary, the university may establish and organize auxiliary organizations, subject to policies, rules and regulations adopted by the board, to provide essential functions which are integral to the educational mission of the university; provided further, that notwithstanding any general or special law to the contrary, the university may enter into leases of real property without prior approval of the division of capital asset management and maintenance; provided further, that the University of Massachusetts shall expend funds for the operation of the department of higher education's commonwealth college honors program at the University of Massachusetts Amherst, for the operation of the toxics use reduction institute at the University of Massachusetts Lowell, for the operation of the office of dispute resolution at the University of Massachusetts Boston, for capital lease payments from the University of Massachusetts to the Massachusetts Development Finance Agency and for annual operations of the advanced technology and manufacturing center in Fall River, and for the University of Massachusetts Amherst Cranberry Station; provided further, that the University of Massachusetts shall expend $2,700,000 for facilities costs associated with the college of visual and performing arts at the University of Massachusetts Dartmouth; provided further, that funds may be expended for the University of Massachusetts Lowell to operate a program in math, science, engineering and technology for academically accelerated students in their final 2 years of high school, for the operation of the University of Massachusetts Boston's Edward J. Collins Center for Public Management, for the University of Massachusetts Medical School to enhance efforts to increase the number of graduating medical students in primary care specialties, and for the operation of an inner-city youth collaborative at the UMass Field Station on Nantucket to learn about nature, ecology, environment, science and history on the island; and provided further, that the governor may allocate $78,853,735, made available through the American Recovery and Reinvestment Act of 2009, Pub. L. No. 111-5, in addition to the amount appropriated herein
